Most products can take care of both stain and odor in one squirt. However, repeated events of urine can impregnate the carpet and its pad to the extent that the odor cannot be removed. Consider linoleum or tile.
Our last dog got to be very elderly. He had an accident on the carpet on one of his last days. We picked up a spray product at the pet store. The spray was helping, but wasn't getting rid of it. We tried something that took a little more time and effort, but it was effective. Sprinkle the area with baking soda, and work it in with a broom. Leave it for a couple of hours, then vacuum the area thoroughly. Give it a day, then go over the area with a steam cleaner. Febreeze actually makes a pet odor removal spray that we hit the area with for a couple of days after steam cleaning it. I also felt better about doing it this way. Although the spray from the pet store said it broke down the urine, I was more confident that the area was clean after using the steam cleaner.

I imagine to would but there are other products on the market that will do the same thing. Nature's Miracle will remove the smell out of the crate. It will also remove stains out of carpet of pet urine.
