hmm... well first take a hoof pick and remove as many as maggots/eggs as you can. as long as there are no open sores on the hoof then take some mild soap on a rag and soap off the frog area where the maggot's are. They soled come off right away... Dawn dish soap does the trick, my mare had that happen, right where her fur grows around her hoof and maggots don't seem to be very fond of dish soap! and make sure you do all of this with help of course, so you don't get kicked!
Maggots anywhere on a horse is serious. If there are maggots in your horse's hooves, they need to be taken to a vet IMMEDIATELY.

No it should not. Your horses frog may be infected. The frog in a horses hoof is supposed to be softer than the rest of the hoof, but it should NOT be spongy.
