Rabbits are usually clean animals. If your rabbit is dirty, something is probably wrong.
Sexual behaviour accounts for a lot of rabbit filth. If you have a pet rabbit, consider spaying/neutering -- it often makes a big difference in terms of the rabbit's cleanliness, and there are other benefits as well (including cancer prevention in females).
A dirty habitat can also make a rabbit dirty. Sweep out your rabbit's area daily. Give your rabbit a litter box (they're easily litter-trained): scoop out and replace the used parts daily, and scrub the box monthly. Make sure the rabbit's cage is big enough! When a rabbit's habitat is clean and big, she'll have have an easier time keeping her fur clean and beautiful.
If your rabbit used to be clean and only recently has started being messy, bring him or her to the vet. Urine stains on the feet, for instance, could be the result of dribbling due to an infection, in which case washing the feet not solve the problem, and the staining will return.
In the mean time, you can try shampooing your rabbit's feet. Giving your rabbit a bath can be very dangerous, though, so carefully research how to do it before you try.

To permanently get rid of rabbits from your property, you can use fencing, repellents, or traps. Fencing can be effective in keeping rabbits out, while repellents can deter them from entering your property. Traps can also be used to capture and remove rabbits from your property. It's important to address any attractants like food sources to prevent rabbits from returning.
