Sometimes a firm smack on the muzzle is sufficient enough! BUT, some horses are more tough. Perhaps a whip or crop needs to be handy! Also, feeding treats by hand only makes this problem worse. NEVER smack a horse on its face, that's what makes them want to nip you!. What you should do is take a rope lead line and smack the horse on its chest, not enough to hurt the horse but firm telling the horse that's not an appropriate behavior. If you notice the horse isn't nipping as much, you should treat him/her with maybe a carrot, apple, horse treat or maybe a sugar cube.

Make the horse want to do what you ask it to and make the horse understand you are the leader. To be the leader, move the horses feet forward, left, right and backwards. To make the horse want to do what you are asking it, make what you are asking it be the easiest thing to do. Like, if you want the horse to stop, lope the horse until he is begging to stop, and then, when you give the slightest signal to stop, the horse will stop on a dime.
There's a type of training you can use with your horse. I think it's called sounding. It also depends on what the horse is afraid of. Cherry Hill wrote a book called "How to Think Like a Horse" that touches on how to make your horse become sound. Rewards for horses are key to training!
