OK, try this. Have a look at the poodles bum (the one who has his bum licked by his friend) and check it's clean or if there is any discharge or soreness. If there is any discharge, soreness or it looks swollen you will need to visit your Vet as it's probably a anal gland infection.
If everything is OK with your little guys bum then all you can do is continue to firmly tell your other poodle NO. When your poodle finally listens or back aways from your other poodles bum, give him a treat. Keep doing this and you will be surprised how well it actually works!.
