You can often talk to a cat by body language and of course, vocalisation.

Body language is very important. For example, avoiding direct eye contact is a polite gesture to a cat, as is blinking slowly or looking with half-closed eyes. This tell the cat that you are not a threat. Cats will often slowly blink back at you in reply, as a sign of respect.

Speaking to your cat is probably a person's easiest way of communicating with their cat. Speaking in soft tones could comfort a cat, and is particularly useful for a new cat or kitten, or for a cat that is stressed.
