Yes, with patience and persistence. Hamsters are easily tamable but it does take time. Handle it carefully, on its own terms, multiple times a day. Never reach in to simply pick it up, never force it to be held if it doesn't want to for too long, and most importantly: do not get angry if it soils your hand. Daily devotion will yield a pet who might eventually simply scamper to your hand when its laid flat. Removing its instinct to escape because of anything you do by ensuring it is comfortable with your scent and presence at all times is the key.
