this might be hard but we put in tall picket fences and we hit and give our dog a time out and it works
Take him to a behaviourist, he clearly has issues with other dogs.

All dogs are trainable. The Terrier breeds needs a lot of patience and understanding when you train them as they can be strong spirited and energetic. You do have to be careful when training them that you do not break their spirit, a gentle but firm hand is recommended in training Terrier breeds.
