Polar bears can't and shouldn't be tamed. They should remain free.
However, the easiest way is to raise an orphaned cub in captivity, which has been done several times. Many species of bears are difficult to domesticate.
An otter is a wild animal, if you are going to tame one you will have to catch it as a baby.
