Beluga whales breathe by coming to the surface of the water, where they exhale through their blowholes located on the top of their heads. When they surface, they expel air with a forceful blow, which creates a visible spout of water vapor. After exhaling, they inhale fresh air before diving back underwater. Belugas are conscious breathers, meaning they have to actively think about breathing, unlike some marine animals that can breathe automatically while sleeping.
15 gallons in minimum. Water is a typical basic need of a baby beluga whale. Through its blowholes, it can obtain at least 2 pounds of oxygen. They circulate there air bubbles inside the water and create energy to breath in water.

There isn't really a safe place for beluga whales, other then places in like Marine Land, where they have no predators and water pollution.
because water is how they breath and air is how we breath. we cannot breath in water so they cannot breath in air.
