A howl is a noise. There is no way to choose how far a noise will travel. Wolves will howl as they see fit, then the noise will carry as far as it can. Longer over water. Longer downwind, shorter upwind. Longer over open ground than through forest. If the wind picks up, the sound of the howl soon drowns in the general rustle and noises of the wind.
any type of breed can do that but the most common type to do that is the husky because of the relation to the wolf!

From what I've learned so far, yes a fox would eat a husky but to actually kill said Husky the dog would probably have to be in pretty bad condition. This is purely speculation though.
