Horse power is a rating of strength, not speed. The "power" is rated at the flywheel, not at the wheels contrary to popular belief. How fast something can travel is not about how much power it has - a lawnmower engine could propel a vehicle at 80 mph just the same as a train locomotive engine with thousands of horsepower.
