When dogs mate, there is often a "Tie". The dog's penis has a structure called the Bulbus Glandis - commonly called the Knot. This is a bulb of erectile tissue which expands during coitus, and prevents the penis from being extracted from the vagina of the bitch. Canine ejactulate has 3 distinct parts (called fractions). The first is a clear watery fluid, which contains no sperm - this is ejactulated in large volumes as the dog starts to mount the bitch and start the humping action. The second is a milky fluid, which contains the sperm - this is a relatively small volume, and is ejactulated once the Knot has formed. The third is a clear water fluid, similar to the first, and this is ejaculated continually until the tie ends. For conception to occur, the second fraction of the ejaculate needs to get into the bitch's uterus. This is most likely to happen when the dogs are tied or "knotted", but it can happen that the knot will form outside the vagina. As long as the dogs remain together at that time, there should be a good chance of conception. So the short answer is, no - but it really helps.
