When this occurs, hunters are allowed to shoot a certain number of deer, or enough so that the population is diminished enough that they are considered under control.

In Pennsylvania you are allowed to harvest one antlered deer with a normal hunting permit. In order to harvest an antlerless deer you need additional permits. Usually it is easy for all hunters to obtain one permit. After the first round of permits are issued "bonus" permits may be obtained until they are sold out. Hunting licenses help to regulate the deer herds. Having a deer license does not mean you can shoot any deer you want. You are allowed so many bucks and so many does. This helps to keep the deer herds in the optimal number so they don't all starve from overpopulation.
