The horse trick, known as the Trojan Horse, worked once on Troy. According to Greek mythology, the Greeks built a massive wooden horse and hid soldiers inside it, leaving it at the gates of Troy as a supposed offering of peace. The Trojans, believing they had won the war, brought the horse into the city. At night, the Greek soldiers emerged, opened the gates for their fleet, and ultimately led to the fall of Troy.
The Trojans bring the horse inside the gates because they believe it is a gift from the Greeks as a peace offering. They are unaware that Greek soldiers are hidden inside the horse waiting to attack once inside the city walls.

During the Trojan war the Greeks gave a Trojan horse to the Trojans as a gift. In fact, the horse was filled with soldiers. At night the soldiers in the horse jumped out and opened the Trojan gates. Afterwards the other Greek soldiers climbed into the gates. That was the story of the Trojan war.
Troy did not pull the Trojan Horse to the castle; rather, the Greeks used the ruse of the horse to infiltrate Troy. After leaving the horse at the gates, they pretended to retreat, leading the Trojans to bring the horse inside the city. Later, Greek soldiers hidden inside the horse emerged at night, opening the gates for the rest of the Greek army to attack. Thus, the horse was a deceptive strategy, not a means of pulling it into the city.
It is unclear exactly how many men were hiding in the Trojan Horse, some estimates are as few as a half dozen (it is also uncertain if it was actually a "horse" or was describing some other device in figurative words). They simply waited until everyone in Troy was sleeping, came out then unlocked and opened the main gates. The Greek troops, who had secretly returned after the Trojans took the horse inside, then entered and sacked the city before the Trojan troops realized anything was going on. It did not require many to unlock and open the gates.
