The horrible human beings that own puppy mills have one goal in mind- making money. They breed way too many puppies in cramped cages with little food or water just to sell as many as they can. If you know of a puppy mill, report them immediately- its illegal!

Nothing. Mixed breed dogs aren't worth anything on the open market. That doesn't mean they can't make lovely pets, but there are so very many mixed breed dogs available for free that there just is no market for them. The only reason shelters and rescues charge for them is to cover the costs of their health care and spay or neuter. So the purchase price of a rescue dog is nearly the same as the cost of getting a pet spayed or neutered.
A reputable breeder breeds German Shepherd's as they adore the breed and wish to keep the breed pure and worthy of its lineage. Then... BYB's [back yard breeder's] who breed a couple for some quick money and finally, Puppy Miller's who keep various breeds in small cages and breed them, making a huge profit.
