They are not considered herding dogs but I am sure that if you wanted you could train one to be. Pitbulls are good at pretty much anything they are trained to.

It depends on if it is a purebred or not, those are more expensive than mixed breeds.
Of course, they can herd sheep so much quicker than a Shepherd and prove very valuable in that particular role.
