It doesn't matter as long as they seem healthy. If you are still worried, consult a veterinarian.
As much as they need
A basset hound puppy typically needs about 1/2 to 1 cup of high-quality puppy food per meal, divided into 2-3 meals per day. Adjust the amount based on your puppy's age, size, and activity level, and consult with your veterinarian for personalized advice.
i would say if you did not want to keep it then you make that puppy cost a lot of money, because they are rare just like solid white puppies but it would probably cost more then the white puppy because you don't see many blue and white puppy....
Dogs should always have water available. If they aren't thirsty, they won't drink, so there's no risk to it.
A water dish should always be available where he can get it. He will drink as much as he needs depending on what he is doing. Normally a puppy of that age will need a fair amount of water. Make sure it is always full, fresh and clean.

a four week old pup should still be drinking mumma's milk, ready soon for weaning...
when a dog or puppy has a dry nose, it means that the dog/puppy is sick. when my dog was a puppy, she had a dry nose often, but also didn't much and didn't act sick. if your puppy does not drink water often, try having it drink a bit first, if this doesn't help, i would see a vet.
In my opinion, basset hounds are really sweet. I have a five year old female basset hound and I love her SO much!
That depends where you go.
