I would say no because dogs and cats don't have that enyzme that breaks down lactose, I believe its called lactase. The dog could suffer from diarrhea. Most pet stores do sell lactose free milk that you could give to your puppy.

By five weeks, the mother should have the pups well into the weaning process, and won't be letting them nurse as often as before. This is normal, and doesn't call for you to supplement their liquid diet. It's time for them to start getting some solid food.

A puppy shouldn't be given milk at all, unless it's not getting any mother's milk for some reason, and it's too early for them to be on puppy food alone. If that's the case, you should feed it a milk substitute according to package directions and/or your vet's instructions.

Yes but just a bit dip the food in water so it is soggy but only a bit they will still drink of there mommy but slowly ween off her if they are small like pugs yorkies and any other small dog it should be more soggy
