Generally speaking 22 months is a good age, given that the dog has passed all genetic health testing(CERF-free of juvinial cataracts, BAER-free of conginital deafness, passed OFFA's hip and elbow dysplasia screening.)

Ideally your Maltese would be at least three years of age before you start breeding him. This allows him to finish growing both in size and in muscle mass before you put the physiologic demands of breeding on him. You can also make sure there are no congenital defects in him and that he conforms to the breed standard.

However, unless you are showing your Maltese or are a dedicated breeder, there is really no reason to breed your dog. There are thousands of dogs that are euthanized every year because there are not enough owners for all of them.
