If horses are very hot (such as after a hard training session) they should not be given food or cold water until they're cool. You may offer them a couple swallows of water, but do not let them drink unattended. It is best to cool them off first, by walking them around or hosing them down with cool water. You should not let your horse drink cold water while they are hot because it can cause your horse to colic. This can be serious and even lead to death in horses. So before you let your horse drink a lot of cold water, check his temperature. One way to roughly check a horses temperature and see how warm he is, is by putting your hand on his chest and seeing if it is hot. It should be warm, but not hot.
