I don't think so. Beagles (if purebred) have a black spot on their tongue. Purebred chowchows have a purple tongue. I think it is just a purebred symbol. We had a rottweiler with black splotches on his gums, and he was purebred.

yes because dogs colourings go lighter through age. If they are straight black they can get some brown markings at 8 weeks of age.

The black comes from a far off trait that they had obtained from an ancester who wasn't a purebreed. When a mixed breed Maltese is breed with a pure breed Maltese, those puppies with not be pure breed but as you keep breeding those puppies with purebreed and then the puppies of those puppies breed with a purebreed then eventually, as each new set of puppies is born from the last, they will regain their purebreed status. This has happened, someone breed two purebreed white malteses and one puppy came out black. The puppy that was born had received a gene that had been long since dormant. Black Maltese aren't very common but they are out there. Actually, today of May 7th, 2011, I ran into a girl at PetCo who had a puppy black Maltese. And he had his purebreed papers.
