Now... I dont want to scare you, but it could be a tumor. What I would do is take your rat to your local vet and have the vet look over the rat and the lump.

it may be a serois medical conditiion, ask a vet. is the rat old? is the bump big? is the lump swollen? is the bump on a patch of thin skin? where has your rat been? is the bump smooth or scaly or something else?
Go to the vet. See whats wrong. It might be an infection Tumor SO DEFINATELY GO TO THE VETS
Cockatiels should not have a lump on their throat.
Give the rat to a nice rat rescue.

The lump may not have to do with your breast cancer , if you have not bumped your head any where and the lump does not go away with should check the doctors immediately.
Any lump in the breast at any age should be taken seriously, as it could very well be cancer.

You can rinse your mouth with warm salt water if you have a lump appear after you take your tongue ring out. If the lump continues to get bigger and bigger, you should seek medical attention.
