Not necessarily. If you said, hey you want to go out after work and all you do is talk about work and small talk, not a date. If you said, hey how about I buy you a drink after work, implying that you wanted to treat them, then they could consider that a date and when your there all you want to do is "get to know them and how they tick outside work" then yeah that's a date.
