Horse-meat is a very lean meat. Fattier meats, like beef, can be cooked for longer periods of time because the fats penetrate the meet during the cooking process and add more moisture. In the case of lean meats, overcooking can result in a coarser, more leathery and chewy texture.

If you order horse-meat cooked at medium-rare, it should have a similar consistency (but different flavor) than beef cooked at medium rare. If you cook horse-meet at medium or above, it will exhibit the above mentioned textures.
