Yes. It's both a rallying call for the pack members (each member recognises the unique howl of the other members of their pack) or a territorial "I'm here, this place is taken" call for wolves of other packs to hear.

Dogs have also inherited the howl as a rallying call. Some lonely dogs will howl when their owners or another dog of the family are in prolonged absence.
