I don't know about a "risk," but it would be very, very unsanitary and unpleasant for both the people and animals. Guinea pigs can produce lots and lots of waste in a short amount of time. A guinea pig that was loose could easily get under furniture and make a mess, and it would be really hard to clean up. And urine would stain rugs. If you ask me, it's best to have a proper caged environment to make cleaning up easier. And someone might step on a guinea pig that was just running around, they might get stuck somewhere, and it would just be stressful for everyone. What you could do is buy the cage, but a couple times a week let the guinea pig run loose so they still get free time.
