It may mean they want something. If my dog wants food, wants to go out, or is scared and wants me to do something about it, that's when he puts his paw on me. I think it's a mixture of affection and asking you to do something for them.

Another Answer

It is a sign of affection.

I agree with the top poster and the poster above. I think that it is a sign of affection 90% of the time. If you know anything about dog psychology then you would know that if a dog jumps on you then it could mean that the dog is saying you are my human. If I were you I would fix this problem now before it escalates into something that you don't want.

Another Answer

I have two dogs that are well trained and IT IS a sign of affection. Many dogs adore their masters and they are loving and loyal. I always pat my dogs and talk to them. They are simply content. When guests come and if one of my dogs does this I just tell them to go to their cushion in a soft voice and they do. The other poster is correct in saying that the master should always be the dominant one over any pet. With good obedience training, good food, vet care and love you've got one of the most loyal pets (cats included as well) as a friend that does not judge you. Where in this world can you find that sort of loyalty!
