No, it is not currently legal to own the Red Fox in TN, as it is a protected species. However there is legislation being worked on currently (6-2012) and being pushed through the houses to change this.
As their natural habitat is destroyed, they become further threatened. The idea of allowing them to be kept in order to maintain their population numbers, even if it's in captivity has been raised, so it may be legal in the near future.
Most foxes that live in Arizona are Gray Foxes, Kit Foxes, and (although not considered to be a fox) Coyotes. Red Foxes live mostly everywhere EAST of the Rocky Mountains, with the exception of places like Texas and Florida. Parts of Arizona and a few other states have very few Red Fox. There are scattered but very few parts of Arizona that contain Red Fox.
It's all dependent on the type of fox. Under Type II of the TN Exotic Animal Laws, you may not legally own a native species. This would include Red Foxes and Grey Foxes. They are outright illegal to own. Arctic and Fennec foxes on the other hand are not native to Tennessee and therefore are legal to own without permit.
