No, a pus discharge is never normal from any part of a dog's body. Pus from the vagina can indicate a serious infection of the uterus, called pyometra. Pyometra most often affects unspayed female dogs, but occasionally a spayed female can get an infection in the uterine stump that always remains after spaying (where the uterus goes out to the vagina). This is called a stump pyometra. In the case of pyometra in an intact (unspayed) female, the most commonly recommended treatment is spay surgery followed by a hospital stay and a course of antibiotics. This type of pyometra can be very serious or even fatal if left untreated. Dogs can also get vaginal infections.
In any case, any dog with pus discharge from the vagina or anywhere else needs to be seen by a vet, and have the infection treated.
More than likely, it's just white discharge. Which is perfectly normal. If it really is puss, go to the doctor and get antibiotics because it's infected.

It's not puss if it's whitish in color, if it's clear then you have an issue, if it's green then you have and infection. If the discharge is clear your saliva duct has been pierced and you need to have the piercing cauterized by a doctor and you will loose the piercing. If the discharge is green and the piercing is red then you have an infection and again need to see the doctor to have it looked at. A whitish yellow discharge is normal lymphatic matter and that will ease as the piercing generates a light heal ( about 2 weeks sometimes longer ) the piercing will not be fully healed for several months and can take up to a year to season.

yes, it's very normal. Just clean it regulary -- don't over-clean since that can lead to infection. but puss around it should minimize or go away complelty in a few weeks
It's not puss, your second piercing has bisected the first piercing and that is lymphatic matter "discharge" from the second piercing exiting our the first piercing location. Don't worry about it, it will heal up just fine just keep to your normal aftercare routine and all should be fine.
