There is no definite answer for this. Most dogs should not be bred until they are at least 2 years old. This gives them time to mature physically so you can tell whether or not they even should be bred. It is especially important for the females and will reduce the chances of complications related to whelping. Obviously some dogs are bred at 1 year old and do fine but it is definitely less than ideal and not recommended.
