yes,if you want your dog to look like a clown,sure why not? It really depends on what breed your dog is.

Some breeds have undercoats and can naturally protect themselves from the cold; some do not. Siberian Huskies, for example, naturally have undercoats while Dalmatians do not. To be sure, check what breed of dog you have and read up on it. There are various resources online which can help you on this. It depends on how cold it gets in your area. Our 39 lb Beagle loves to go out when it is cold, snowy, and/or windy. She regularly goes out in below zero temps, with windchill beneath that, with no extra layers. When we try to put a jacket or sweater on her, she let's us know she prefers not to wear it. I would say to leave it up to your own specific dog, and see how she/he wants to do things.
