That decision is between you and your vet. If the dog can be treated and given some quality of life still, then give your dog a chance. If you and your vet believe he cannot be treated or will not have a good quality of life even with treatment, you may have to consider the option of putting your dog to sleep.

Its entirely your decision. No-one else can (or should) make the choice for you.

Why can lead a cow upstairs but not downstairs?

Because their legs are not as flexible nor strong enough to hold their weight when going downstairs. This is because their center of gravity shifts towards their front, making it very difficult for their back legs to move down one step at a time without them going head over heels down the stairs.

Why does your dogs back legs shake when he lies down?

I think you should take your dog to your veterinarian, particularly if your dog's legs only shake or tremble when he is going from standing to lying down. This could be a symptom of nerve damage or muscle weakness, which needs to be diagnosed and potentially treated before it gets worse.
