Inbred means that near relatives have had babies together. This is usually a bad thing, because when both parents contribute with very similar genes the risk for diseases and birth defects increases.
Purebred means that all ancestors on both sides come from "approved" blood lines, or families.
Trouble is that to create the characteristic looks of many of the popular pet breeds today, people did breed near relatives to each other. Brother to daughter, father to daughter etc.
So basically, if you've had a male "accidentally" breeding with his daughter, then the offspring will be inbred.
But if you have near siblings breeding deliberately, to "preserve the blood line", or to prevent someone else from laying claim to the throne or the estate in humans, or a tendency for really floppy ears or something like that, then the offspring is "purebred".
Unfortunately, genes don't care about purpose, only about source, so we get dogs with congenital hip defects, and some hundred years ago we got european nobility with serious medical issues.
It's probably a misconception from the old European aristocracy, where, starting with the King, the ruling classes thought themselves to be a bit special. Well, they had to be, since they'd ended running things, right...
