Yes, 3 weeks is too old to dock a puppy's tail. Normally this procedure is done between the ages of 2-5 days old. You can have it done at 3 weeks but now it will be a major surgery where the puppy will have to be sedated and the tail docked and sutures put in. It will cost a lot more too.

∙ 11y agoTails are normally docked at 2 to 5 days of age without anesthetic being used. At two weeks of age, the puppy would require a veterinarian to surgically amputate it's tail.

Why do you want her tail cut off??? This is a cruel and unnecessary procedure. Dogs use their tails for signalling to each other and docking tails can cause problems such as a tail dock neuroma. I'm not sure where you live, but docking dogs tails is now illegal in the UK for these reasons. Please don't cause your dog pain just for your own benefit. I'm sure she is very happy with how she looks even if you are not!
