Yes. Years ago, when they were being developed as a breed, they were basicly selectivly bred mixes. Now they have become a true breed registered with many Kennel Clubs and fairly popular pets.

They can go in the water, if they can swim, without being damaged, yes. However, they have to breathe air, so make sure they can swim, and are able to get out of the water on their own, or they will drown.
no dog is aggressive unless you make it aggressive. :-\ if you mean a border collie then it will only become aggressive if it is bored. if you are planning on getting a border collie make sure you have stuff to entertain it with.

It sounds as though you are talking about a band of muscle/cartilage that most bordies have across their chests. It protects them from being kicked by sheep when hearding. Most working bordies or their offspring have this.
