My dog had something similar on the back of her leg. She is 12 years old now. When we went to the vet they took a film sample from the cyst and found that it was just a fatty liquid deposit that a lot of dogs get as they get older. It causes no pain and as long as it does not grow it can either be drained (but fills back up from what i;ve researched) or just left alone. I cannot say for sure if it is the same as your dogs' but it sounds very similar.
