Cats generally have a moist nose. That being said, it is also completely normal for a cat to have a dry nose sometimes. However, if the skin of the cat's nose is completely devoid of all moisture, or is blocked or caked with nasal excrements, then that is a sign that your cat could be ill and should be seen to a vet.

Well, it depends. The warm nose is just a result of the dog not licking his/her nose. Nobody really "nose" why dogs and cats lick their noses. All people know is that that is a sign of a healthy pet. Sometimes dogs just don't lick their noses. So, I would probably track your dog's health over the next few days. If it stays dry, take him/her to the vet.
