First of all, there is only 'one' New Zealand and not 'two' and the countries close to New Zealand are Australia, Fiji, Samoa, Nieu etc
It should be fishermen. Whaling is not the fishery only by Japan. America hunted a great number of whales and that's partly what they wanted Japan to open ports.

That depends on what "close" means to you. If your sense of 'closeness' is sufficiently sensitive, EVERY country might qualify. The country that has some territory MOST CLOSE to Antarctica but not on it, is Chile.

Commercial whaling is widely though to have begun in the late 1800s and early 1900s with the invention of various whaling devices such as the flexible harpoon and steam winches.
