Dogs stop growing upward by about 10-12 months of age. They continue to mature (fill out) for up to another year, especially males. Yes, the head is the last thing to finish out. Small dogs reach maturity at a faster rate. A Maltese is full grown by 5-9 months where a Bull Mastiff is still growing at age 23 months. There is no real set rule though many breeds do have charts that can provide estimated size at different ages.
