I have owned three different German sheperd females from puppy age on.
They typically stop getting bigger at approx. one-and-a-half years or so.
They are somewhat late at maturing emotionally as well, having gotten over most of their puppy-like quirks by about a year old.

They may appear to be female until they become fully grown... If they are all fully grown and still look like females, then you are very unlucky
