The age for breeding a horse does not go by breed. All mares should wait until they are a minimum of two to three years old before they are bred. That said, only mares and stallions with excellent conformation, a good show record, and a nice temperament should ever be bred. Just because it can produce foals doesn't mean it should.

Is mare is faster than horse if yes then why?

A mare is a female horse, so a mare could not really said to be faster than a horse. It really depends on the breed and bloodlines. A fit, thoroughbred mare will be faster than a lazy trail horse. A well bred thoroughbred mare will usually beat a male from unknown, inferior bloodlines.

Would a quarter horse have complications delivering a gypsy vanner foal?

Well if the Quarter horse is being used as an embryo transfer mare, then a equine vet would be able to determine that best. However a Gypsy foal could probably be delivered by a Quarter horse mare without much of a problem so long as it's real parents were not too big.
