I have a cat and when I first got it she would not respond.
The signs were:
Looking just beyond my head
Walking
No response at all
Sometimes she wouldn't eat the food I set out for her!
To improve this I made clicking sounds and held out my hands for her to sniff. Then she would come...Hope this helps!
