Both are good in their own ways. Goats can provide dairy, and sheep can provide wool. Sheep can also provide meat, but so can goats, so it really depends what your needs are.
There are some types of sheep that you don't have to sheer, but both animals are a lot of work to maintain, so it also depends what your budget is.
