Horses as a general rule should always be outside in a pasture or paddock so long as they have shelter, water and a food source. However an injured horse may have to be kept inside to recover safely. Horses have evolved over millions of years to be able to withstand most weather and terrains. That being said, some horses have medical conditions that would limit their ability to live outside safely and must be kept in a smaller pen or stall.

Horses can live in pretty much any open grassland - they don't survive in heavily forested areas because they need room to run to escape predators. They also don't survive in arctic regions because it gets too cold and they can't forage enough food over the winter months to stay alive. Other than that, they can survive just about anywhere - the semi-arid and mountainous American West, the temperate salt-marsh islands off the east coast of North Carolina, the grasslands of Europe and Asia, the Saraha desert, etc.
