Was shocked to find out the same leash laws that apply to dogs also apply to cats. Can't believe it. $50 fine for the first offense with escalating fines. May need to move, but having a hard time finding answers on a county-by-county basis. Would consider moving to Anne Arundel, possibly to PG.
