First of all is there any sign of injury/abnormality to the puppy which may have occurred during it's birth. Puppies cry just like newborn babies do, it is to get your attention but we just have to work out what it wants.
For example: Is it Cold? hungry? Thirsty? Constipated? Does the puppy cry when it is picked up/being held, lying down, playing etc.
If you suspect there is something, take the puppies and the mother to the vet immediately.
