Their growing numbers are ONLY mitigated by man's hunting.

Maybe to see how long they are? Or this person could mean, why do we need to measure the population of polar bears. If this the actual question then the answer is basic. They (whoever they may be) need to keep records of polar bear populations in order to declare them on the endangered list. If they go onto the endangered list they can be better looked after by the international community. (Whether the international community cares or not is another question.)
