You need to take him to the vet. A dog that can't get up does not have access to food, water or a place to empty his bowel and bladder. (go to the bathroom)
It could just be the cold weather making his joints sore, but without a vet visit you will not know and he won't get better. Dogs take good care of their humans and we need to take good care of them in return.
