Babies are white and are small, and not like the adult they're not yellowish

Answer:

Between November and February, cubs are born blind, covered with a light white down fur. As the cub grows up, an outer layer of guard hairs (which are hollow and transparent by the way) cover a layer of dense underfur which gradually turns from white to yellow. During my two trips to the Arctic we saw a few mother bears with cubs, however they were slightly older and already had the yellow fur.
